Meh, been their policy since two elections ago... Not new.
Only the suggestion it be "opt-out" is new. It was originally "opt-in", and they've most likely just made a mistake writing it up this time. Perhaps a deliberate one(to test the waters?), but still a mistake.

They've quickly redacted their vile filtering scheme...for now. But we caught a glimpse of the murdoch government in action.
