Caring may be the wrong word. Our actions in Syria were about ISIS. We largely ignored everything else.

While that report may be interesting, Syria is fubar. Fixing Syria would mean spending some number of trillions over a few decades. IOW, massive spending for at least a generation, and that is simply not something we could do now.
