Amendment to the Certification Act (MP's Voting only)

The following bill is being put forth by the members of SN-RF for consideration by the full house of parliament.

Voting shall run for three full days. Polls shall "officially" open at 2:00 pm GMT and will close on Monday, June 22, 2009 at the same time. To reiterate, that is June 19 until June 22 at 2:00 pm GMT.

The appropriate voting parameters are as follows:

Aye: support for the bill.
Nay: Against the bill.
Abstain: Neither for nor against. (Per interim constitution these votes will be thrown out).
No vote at all: Counted as Abstention.

Amendment Section 2 (f ii.) & (f iii.), Union Recognition and Certification Act, 2009

f) ii. Provides that if an employer and a union are engaged in bargaining for their first contract and are unable to reach agreement within 90 days, either party may refer the dispute to the NEC. If the NEC has been unable to bring the parties to agreement after 30 days of mediation, the dispute will be referred to arbitration and the results of the arbitration shall be binding on the parties for one year.
iii.Time limits may be extended by mutual agreement of the parties.

It is clear the right honorable clerk of the House is quite fond of playing with himself. As expected, I might say.

All these three bills were introduced to the House on the afternoon of June 18th for debate. The debate finished before it commenced with the start of voting on the early morning of June 19th.

Is this normal? For heavens sake, even the some parrots in SN-RF did not have the opportunity of phrasing a few supportive words on these bills.
