The massive war machine of the USA is the terrorist. If you live in a third world tribal area and your innocent family gets blown up by a U.S. missile fired from a drone then it is very difficult to retaliate. I suppose you could kidnap innocent westerners and behead them in retaliation.

There is also the older NBS MANTIS C-RAM that the Germans have already been using in Afghanistan to protect their FOBs for a few years that uses 35mm conventional guns. There is no real need to reinvent the wheel, so I would anticipate that everyone will be looking at these kinds of things and buying it from the Germans since they've done the work already and are the most flashy promoters of it.

The laser effectors in the above video are basically just upgraded MANTIS C-RAM systems if you really think about it.

I should add also, Boeing has done it too and has also made the concept mobile for when you really need to micromanage your life a bit:

Boeing is building a laser cannon for the U.S. Army, and the new weapon has now proved it will be as capable at sea as on land. The High Energy Laser Mobile Demonstrator (HEL MD)—basically a high-energy laser mounted on top of a big truck—was successfully used to blast some UAV drones and 60mm mortars out of the Florida sky earlier this year, Boeing announced.

In summary, you will not be helpless. It will be possible to hit them with drones, but not be hit back by their drones.

Well, when it comes to low tech things for dealing with manual-trigger suicide bombers you have to rely on the 'old fashioned' methods of surveillance both HUMINT and COMINT, tasking the assailant and killing him before he can reach the target, or rolling up the cells pre-emptively before they can even organise the attacks.

To prevent people from being able to trigger IEDs and remotely triggered suicide bombs, you have to use the Symphony system, which basically as the name implies, jams off the range of cellphone bandwidth and other commonly used ranges that are usually used to trigger an IED remotely, so that the person pressing 'dial' or whatever, cannot actually set off the bomb.

In March 2010, the U.S. Navy awarded Lockheed Martin a sole source indefinite-delivery-indefinite-quantity contract for Symphony RC-IED Defeat jammer systems. The contract award specified an initial task order valued at $40.8 million with a ceiling of $940 million through September 2014.

Headquartered in Bethesda, Md., Lockheed Martin is a global security company that employs about 126,000 people worldwide and is principally engaged in the research, design, development, manufacture, integration and sustainment of advanced technology systems, products and services. The Corporation's 2010 sales from continuing operations were $45.8 billion.

The Afghan Army is even using them right now, hopefully to good effect, since they were trained on using these before NATO left.
