Planting seeds of the next war:
The Truth about the Palestinian schoolbooks

Introduction:
One of the most meaningful gauges of the integrity of a peace process and its likelihood for success is the degree to which the “peace partners” educate towards peace. It is for this reason that the entire Palestinian Authority (PA) education apparatus, both formal and informal, has been such a dismal disappointment. Instead of seizing the opportunity to educate the future generations to live with Israel in peace, the PA has done everything in its power to teach hatred to young minds.

Making matters worse, the Palestinian Authority has been spreading two clever lies about the schoolbooks that have succeeded in deflecting international pressure for change. This week, at a meeting in Jordan, Nebil Shaath answered Foreign Minister Silvan Shalom’s complaint about the schoolbooks saying that the PA has “spent five years” rewriting the books, implying that they are now proper. Then he added, that Israel used the same old Jordanian books for educating the local Arab population “for 30 years”, and therefore has no valid complaint to the PA. Many European governments, and many Israelis, have come to the PA’s defense, citing these and other arguments.

The truth about the PA schoolbooks is first, that both new and old are far from proper - both include anti-Semitism, de-legitimize Israel’s existence and incite to hatred and violence. In the new 6th grade book “Reading the Koran”, anti-Semitism is presented openly, as children read about Allah’s warning to the Jews that because of their evil Allah will kill them: “...Oh you who are Jews ...long for death if you are truthful... for the death from which you flee, that will surely overtake you ...”In other sections they learn of Jews being expelled from their homes by Allah, and in another Jews are said to be like donkeys: “Those [Jews] who were charged with the Torah, but did not observe it, are like a donkey carrying books...” [Reading the Koran, grade 6. p.20, 23, 78]. This religious based anti-Semitism is the most dangerous, as children are taught that hating Jews is God’s choice. And while Islam is not being critiqued, it is very grave that although Islam has positive traditions regarding Jews, the PA educators chose to incorporate only hateful religious traditions.

The new PA schoolbooks that Shaath was so positive about, also teach that Israel has no right to exist, de-legitimizing Israel as a foreign occupier, compared to colonial Britain: “Colonialism: Palestine faced the British occupation after the First World War in 1917, and the Israeli occupation in 1948 …”[National Education, sixth grade, p. 16].
Since all of Israel is said to be an “occupation”, all of Israel’s cities, regions and natural resources are presented as being part of “Palestine”. For example:
“Among the famous rocks of southern Palestine are the rocks of Beersheba and the Negev” and “Palestine’s Water Sources - ... The most important is the Sea of Galilee.” [Our Beautiful Language, grade 6, Part A, p. 64, National Education, sixth grade, p. 9-10]

The Negev, Beersheba and the Sea of Galilee are in Israel and do not border the disputed territories of Judea and Samaria. Yet PA children are taught these are “Palestine”. Continuing this ideology a book is citing dedicated to “...Palestinians, so that they would remember their stolen homeland and work for its salvation...”[Our Beautiful Language, sixth grade, Part A, p. 112] and it is referring, not to the disputed territories, but Israel pre 1967.

Educating not to recognize Israel’s existence is cemented through tens of maps in the schoolbooks in which “Palestine” encompass all of Israel. Israel does not exist on any map, within any borders. The PA defense of their schoolbook map, that since there are no final borders the map is not portraying modern “Palestine” but “Mandatory Palestine”, is an insult to our intelligence. Are we expected to believe that when Palestinian children see the map called “Palestine” in all their schoolbooks they imagine Britain a half a century ago? And when Beersheba is called Palestine, the children are picturing Biblical history?

Another new book teaches what must be done for “occupied Palestine” and the “stolen homeland”: “Islam encourages this [love of homeland] and established the defense of it as an obligatory commandment for every Muslim if even a centimeter of his land is stolen. "I, a Palestinian Muslim, love my country Palestine...” [Islamic Education, sixth grade, Part A, p. 68]

The complete and total message Palestinian children are taught is that Jews, according to Allah, are like donkeys; Israel is a colonial occupier who stole their land; the cities, lakes and deserts of Israel are “occupied Palestine”; and they, the children, have an obligation to liberate it “even if a centimeter is stolen”.

All the above messages are found in new schoolbooks written and published by the PA since 2000. The first claim that new PA books are “proper” is flagrantly untrue. However, the majority of the books still in use by the PA schools are books they republish under the symbol of their own Ministry of Education, that were written by Jordan. These books include the following hate promotion:
“One must beware of the Jews, for they are treacherous and disloyal.”
[Islamic Education for Ninth Grade p. 79, these and below from CMIP report]
“I learn from this lesson: I believe that the Jews are the enemies of the Prophets and the believers.”[Islamic Education, Part Two, for Fourth Grade p. 67]
“Remember: “The final and inevitable result will be the victory of the Muslims over the Jews.” [Our Arabic Language for Fifth Grade p. 67]
“The clearest examples of racist belief and racial discrimination in the world are Nazism and Zionism. “ [The New History of the Arabs and the World, P. 123]

The second great PA lie expressed by Shaath this week, that Israel used these same old books, is particularly resourceful, as the best lies include a grain of truth. Indeed, Israel did use Jordanian books to educate the local Arab population. However, Israel reprinted the books without the hate education. In fact, Jordan registered a complaint to the UN charging that Israel’s changing the schoolbooks was a violation of international law, but the UN checked what Israel had done and approved it. The PA has put back into the old Jordanian education all the hate education that Israel had removed.

Moreover, as early as three years ago foreign governments offered money to the PA to reprint these old books without the hateful material. The PA turned down the money and refused to reprint them using a variety of arguments, the first of which was: “Don’t get involved in our education - it is our Palestinian heritage.” These hateful Jordanian books are republished today unedited by the PA by choice and the PA must stop passing responsibility onto others for the hate content.

Finally it should be stressed that all the books cited here were written during the most optimistic periods of the peace process, before the violence began in September 2000. They are not a reflection of the war, but were a great contributing factor to the war. The ongoing attempts to defend PA schoolbooks are tragic, as the PA is using these arguments to justify their indefensible hate education, and to refuse to improve their books. The PA is planting the seeds of the next war in their youth, and the defenders of PA hate education, including Israelis, are nurturing those seeds of war.

Islam’s Mandatory War
Against Jews and Israel
in Palestinian Authority Religious Teaching

Introduction:
Throughout history religious wars have been fought in the name of different gods. The premise and basis for negotiation of the Oslo Accords was that the Israeli-Palestinian conflict was not an irreconcilable religious war, but one over borders. However, the Palestinian religious leaders, all appointees of the PA political leadership, are publicly preaching that the Israel-Palestinian conflict is part of Islam’s eternal religious war against the Jews. Jews are portrayed as the eternal cursed enemies of Allah, and the killing of Jews as Allah’s will. On the national level, Allah prohibits acceptance of Israel’s existence and will destroy it.

The Palestinians are teaching their people that the conflict is not over borders, in which compromise may be a solution, but is a religious war for Allah in which compromise is heretical. The implications for future peace are ominous.

This report is not brought as a critique of Islam’s religious traditions nor does it claim to represent authentic Islam. Rather it demonstrates the way Palestinian Authority religious leaders are selecting, interpreting and teaching Islam. Although Islam has positive references and traditions regarding Jews, the PA religious leaders have chosen to cite only negative references in their religious teaching, using the traditional sources to justify and even to demand uncompromising hatred of Jews and Israel.

The religious ideology of the Palestinian Authority religious leaders as expressed in the Friday sermons and religious lessons can be summarized by nine essential principles, five regarding the Jews, and four regarding Israel:

Jews:
• Jews are the enemy of Allah.
• Allah cursed the Jews for all eternity.
• Islam is fighting a continuous religious war against the Jews.
• The killing of Jews is a religious obligation.
• Palestinians are the vanguard in this war against the Jews, and all Islamic nations are obligated to assist in this war.

Israel:
• All of the land between the Jordan River and the Mediterranean Sea [which includes all of Israel] is a religious Wakf - an Islamic religious trust. Any Muslim who relinquishes any part to Israel is damned to Hell.
• All agreements with Israel are inherently temporary in nature and are signed only because of Israel’s temporary balance of power advantage.
• Allah will replace Muslims who shirk their obligation to battle Israel.
• The ultimate destruction of Israel is a certainty.

The Palestinians repeatedly use Islamic sources to defend this religious hatred, even demanding the killing of Jews as a current obligation and the will of Allah. At least four times in recent months Palestinian religious leaders have taught publicly that the following Hadith (Islamic traditions attributed to Muhammad) is an authoritative directive of Islam today, expressing Allah’s will that obedient Muslims kill Jews. The Hadith itself states:
“The Day of Resurrection will not arrive until you make war on the Jews, until a Jew will hide behind a rock or tree, and the rock or tree will say: Oh Muslim, servant of Allah, here is a Jew behind me, kill him!’”

Recently a preacher attacked the Arab-Muslim world leaders because they are avoiding attacking Israel with missiles and tanks, and threatened them that Allah is liable to “replace them with other men… that fight for Allah… to liberate the lands from the defilement of the Jews”.

It is to be stressed that these broadcasts by officially appointed religious leaders, presenting the Palestinian-Israeli conflict as an eternal religious conflict, have been preached long before the current violence began. This preaching it is not a reaction to the present violence, and possibly the opposite is true. The P.A.’s religious world-view, that sees agreements with Israel as inherently temporary and war against the Jews as an expression of Allah’s will, has in all likelihood fueled the hatred that has lead to Palestinian terror and violence.

This report presents representative selections from sermons broadcast during recent years.

Part 1.

The Eternal Islamic War against the Jews Led by the Palestinians;
the Jews are enemies of Allah and Muhammad

“We the Palestinian nation, our fate from Allah is to be the vanguard in the war against the Jews until the resurrection of the dead, as the prophet Muhammad said: ‘The resurrection of the dead will not arrive until you will fight the Jews and kill them… ’ We the Palestinians are the vanguard in this undertaking and in this campaign, whether or not we want this…”

"Blessings to he who waged Jihad for the sake of Allah… Blessings to he who donned a belt of explosives on himself or on his sons and went among the Jews crying: Allahu Akbar, Blessed be Allah. Just as the building collapsed on the Jews in their sinful dance-hall, I pray to Allah that this oppressive Knesset collapse on the heads of the Jews."

“The Jews are the Jews. There never was among them a supporter of peace. They are all liars… the true criminals, the Jewish terrorists, that slaughtered our children, that turned our wives into widows and our children into orphans, and desecrated our holy places. They are terrorists. Therefore it is necessary to slaughter them and murder them, according to the words of Allah… it is forbidden to have mercy in your hearts for the Jews in any place and in any land. Make war on them any place that you find yourself. Any place that you meet them – kill them. Kill the Jews and those among the Americans that are like them… The Jews only understand might. Have no mercy on the Jews, murder them everywhere…”

“A youth said to me: 'Oh, Sheikh, I am 14 years old. I have 4 more years and then I will blow myself up among Allah's enemies, I will blow myself up among the Jews.'
I told him: 'Allah should let you merit Martyrdom…’ We will blow them up in Hadera, we will blow them up in Tel-Aviv and in Netanya so that Allah will place us as masters over this riff-raff, we will fight against them and rule over them until the Jew will hide behind the tree and stone and the tree and stone will say: 'Moslem! Servant of Allah, there is a Jew behind me, kill him… It is shameful for us to die as cowards… They will not be deterred except by the color of blood of their filthy people. They will not be deterred unless we willingly and voluntarily blow ourselves up among them… Allah will make the Moslem master over the Jew….”

“The battle with the Jews will surely come… the decisive Muslim victory is coming without a doubt, and the prophet spoke about in more than one Hadith and the Day of Resurrection will not come without the victory of the believers [the Muslims] over the descendents of the monkeys and pigs [the Jews] and with their annihilation.”
“...The Prophet Muhammad, who the Jews tried to assassinate more than once, with poison and with witchcraft, and by throwing stones at him, and by political assassinations. He warned us about the Jews, and about the evil of the Jews and about the deceit of the Jews... And he [Muhammad] battled them and expelled them from Arabia saying : ‘There will not be two religions in Arabia.’ He clarified the character of the Jew, in the Koran and in the sayings of the Prophet, so we would beware of them at every moment and at all times. And so that we know how to deal with the Jews.
...Say to those who do not believe - the Jews - say to those who do not believe... Expect your graveyard! Expect your final battle!”

“…Allah decreed upon us in this lifetime to humiliate the Jews sooner or later…”
“My dear brothers, so continues the struggle between the Muslims and the Jews from the past, both near and far, in the present and in the future. And in this matter the word of Allah will be fulfilled: (Koran, Sura 5,84) ‘There will not be found [anyone] more hostile to the believers than the Jews and the idolaters.”

A repeated goal of PA religious teaching is to defame Jews and Jewish tradition:

“…The Jews are used to deceit…they fake the facts and changed the laws of Allah... the Torah was brought down, which contained guidance towards the path of righteousness and light, just as every book which Allah brought down…[the Jews] switched the law of Allah and by this rebelled on His ruling and religion and way, and therefore they merit to be heretics and to be banished from the Allah’s mercy… They faked the words of Allah and changed their religion and laws and they are the wicked. And whomever does not rule according to what Allah brought down, whomever rebelled against this… is in a rebellion against Allah, and is a descendant of Abelis [ghost], the descendant of the Satans, and worthy of receiving the punishment of the sinners …”

“…Their Bible [of the Jews] today, has no light and no teachings. Their Bible today, is just a bunch of notes that were written down by people who lie about God, his prophets and his Bible…those who do these kinds of things are the descendants of Abelis, meaning the descendants of the satans…they fabricated a Jewish history book full of promises to Abraham, Issac and Jacob that He will give them the land of Palestine…the entire Bible comes to claim ownership on the land for the Jews.”

Part 2.

All of the land from the Jordan River to the Mediterranean Sea is Holy Islamic Wakf (Muslim religious trust)

“The Islamic Land of Palestine is one and cannot be divided. There is no difference between Haifa and Nablus, between Lod and Ramallah, between Jerusalem and Nazareth. Dividing Palestine into cantons and giving recognition to the occupation is prohibited by Sharia (Islamic religious law), since Palestine is Wakf [Islamic Trust] for all Muslims in the East and in the West. No one has the right to give it up or to forsake it. The liberation of Palestine is mandatory obligation for all Muslims and not only for our Palestinian nation.” [Ed note: the cities: Haifa, Lod, Jerusalem, Nazareth are all Israeli cities.]

Almost the identical speech was made one year later, demonstrating the consistent ideology:
“Allah made it clear to us through the laws of the Sharia (Islamic religious law) and we say: The Islamic Land of Palestine is one and cannot be divided. There is no difference between Haifa and Nablus, Lod and Ramallah, Jerusalem and Nazareth or Gaza and Ashkelon. Palestine is Wakf land that belongs to Muslims throughout the world and no one has the right to give it up or to forsake it. Whoever does this is a traitor to the trust and is nothing but a loathsome criminal whose end shall be in hell.” [Ed note: the cities: Haifa, Lod, Jerusalem, Nazareth Ashkelon are all Israeli cities.]

Sheikh Ikrima Sabri, the Palestinian Authority appointed Mufti of Jerusalem and Palestine: “We are discussing the current problems and when we speak about Jerusalem it doesn’t mean that we have forgotten about Hebron or about Jaffa or about Acre….we are speaking about the curent problems that have priority at a certain time. It doesn’t mean that we have given up... We have announced a number of times that from a religious point of view Palestine from the sea to the river is Islamic.” [Note: Jaffa and Acre are Israeli cities.]

“Even if agreements were signed [regarding] Gaza and the West Bank, we will not forget Haifa, Acre, Jaffa, the Galilee Triangle, and the Negev. It is only a question of time…” [Ed note: All are Israeli cities or regions.]

“It is forbidden for anyone, Arab, Palestinian or Muslim to forgo one grain of soil of the land of Palestine, Jerusalem and Al Aksa …whoever forgoes even one grain of soil his sin is upon him, and all the sins of the Palestinians, the Arabs and the Muslims, forever and ever…”

“…The Jews gathered from all ends of the earth in our beloved Palestine, from Rosh HaNikra in the north to Eilat in the south…from sea to river, it was all a land of Muslims… Palestine’s borders, the promised Palestine, is from the sea to the river…”

“How is it Israel that became a state next to the cradle of Jesus and in the shadow of the Al Aksa Mosque. May Allah speedily return us…”

3. The Oslo Agreements are Inherently Temporary –
Future Generations will Complete the War

“All of the agreements entered into [with Israel] are temporary, until the decree comes from Allah and until the destiny from Allah is realized.”

“…Before long, Palestine will return to the bosom of Islam, we say this with certainty, in accordance with the religious texts… the glorious Islamic nation, to whom is promised victory by Allah…”

"Who is responsible for the loss of Palestine... and [for] deceitfully labeling it Israel?... The Prophet [Muhammad] soothes us with many Hadiths that Palestine shall return to its former days.... [Later] "We must prepare a foothold, for the coming army of Allah, by divine predetermination. May it be Allah’s will, this oppressing state shall pass, Israel shall pass. This oppressing state, America, shall pass, the oppressing state Britain, shall pass, [those] that brought this catastrophe [nakba] of this nation..."

“How will Palestine return?… Allah will support whom He loves. 'Allah loves whoever battles for him' (Koran, Sura 61,4). Therefore, there is no escape from a Jihad [religious war] for the sake of Allah. As long as this nation shall neglect the commandment of the Jihad, Allah will humiliate her. When will Palestine return? When we impose the law of Allah… Palestine will return when we return to Allah… Palestine will return if we will know who is the enemy and who is the friend, and the games of world Jewry…
A Jewish Woman said: ‘I cry for this. In our holy books [it is written] that when a state for the Jews is established in Palestine, it will not last more than 67 years’. In other words - the year 2022. And I beg Allah to bring an end to the country of the oppressor in America, and the country of the oppressor Israel in Palestine, by that date…Therefore, it is our hope that this oppressive country [Israel] will be terminated, as in the words of Allah…”

“My brothers the believers, at this opportunity, while we are still speaking of the Jews, of the Jews’ craftiness, of the Jews’ meanness, and of their assiduousness to deflect you from your path, and to distance you from your rights… That Palestine, Jerusalem and Al Aksa, they are a holy debt of the Muslims, of the Arabs, and especially of ours, we the people of Palestine. And they belong to all the generations, and not just of a particular generation. The generation that is not able to regain these rights, is obligated to give the generations that follow it an opportunity, by cleaving to the right, by cleaving to the principle, and by not giving up on this right, until the future generations come, in order to realize what we failed to do today, against the enemies of Allah”

Note: In an interview on Palestinian Television an Israeli Arab Knesset Member, Abd-Al Malek Dahamshe, defined the agreements with Israel as “Hudna” – a temporary cease fire. This definition was given in response to a viewer who called in to the studio and commented that, “Our problem with Israel is not a border problem, but an existential one”. M.K. Dahamshe responded: “We exaggerate when we say ‘peace’... what we are speaking about is ‘Hudna’”.

This religious world view accepting “Hudna”, temporary agreements until some future liquidation of Israel, has been expressed by the leader of the Hamas terrorist organization as well.
Sheikh Ahmad Yassin: “We are speaking of ‘Hudna’, [a cease fire] for a while, but not of the end of the conflict, in exchange for this [Hudna] should include a complete withdrawal from the West Bank and Gaza…”

It is important to note that the Islamic Education, in even the newest Palestinian school books published in September 2000, teach this prohibition of leaving land in Israel’s hands. While repeatedly and exclusively defining all of Israel as “Palestine” the following is taught:

"Patriotism in Islam: In Islam, it is not improper for a Muslim to love his homeland. To the contrary, Islam encourages this, and established its defense as an obligatory commandment for every Muslim if even a centimeter of his land is stolen. I, a Palestinian Muslim, love my country Palestine...”
“People have many obligations toward the homeland, including:
1. Defending it in every possible way, as Islam determined defense of the homeland to be a religious obligation, and considers anyone who is killed in defending it as a martyr of the highest order...”

In addition, like the preachers, the school book editors have chosen to incorporate negative traditions about Jews. The following are three examples of sections about Jews chosen for inclusion in the PA Islamic Education schoolbooks. The first describes the Jews being expelled by Allah from their homes because they violated a treaty with Muhammad, even though they had felt secure. The second compares the Jews carrying the Torah to a donkey carrying books. The third warns the Jews that because of their deeds, the death they fear will overtake them.

1. “Surat al-Hashar
“He [Allah] is the one who has caused those of the People of the Book [Jews] who disbelieved to leave their homes unto the first expulsion … Allah reached them from a place where they did not expect, and cast terror in their hearts so that they destroyed their homes with their own hands and the hands of the believers. Therefore take a lesson, O you who have eyes!…”
“General information about the Sura…:
“The Sura is focussing on the raid against [tribe] Bani Nadir, the Jews who violated the treaty with Allah’s Messenger, and he exiled them from Medina. ...”
2. “Surat al-Jum'a
“...Those [Jews] who were charged with the Torah, but did not observe it, are like a donkey carrying books...”
3. “Surat al-Jum'a (2)
“...Oh you who are Jews, if you think that you are favored of Allah, to the exclusion of (other) men. Then long for death if you are truthful. But they will never long for it because of the (deeds) their hands have sent before... as for the death from which you flee, that will surely overtake you ...”


4. The Destruction of Israel is a Global Islamic Responsibility

“…The Muslims and Arabs must stand behind the Palestinian nation, which is the vanguard in the war against Allah’s enemies. By the living Allah, the Jews are Islam’s enemies in this life time…”

“There are Hadiths (Islamic traditions attributed to the prophet Muhammad) regarding our struggle against the Jews. And it is given: “The Day of Resurrection will not arrive until you make war on the Jews, until a Jew will hide behind a rock or tree, and the rock or tree will say: Oh Muslim, servant of Allah, here is a Jew behind me, kill him!’ This Hadith clarifies to us the characteristics of the campaign between us and the Jews. The tree and the rock do not say ‘Oh, Palestinian’, ‘Oh Arab’, or ‘Oh resident of the Middle East’. Rather they say: ‘Oh, Muslim, Servant of Allah’”

“The Arab rulers and the Muslims, and our people everywhere. If we don’t support Allah, He will replace us with other men… The courageous over the infidels, make war for Allah and are not afraid… This is the depiction of the Army of Allah that will come at Allah’s decree, from here or from there, to liberate these lands from the defilement of the Jews, for Allah was angry with them in his book and called them once ‘monkeys’, once ‘swine’, and once ‘donkeys’.”

“Oh, our Arab brethren… Oh, our Muslim brethren… Don’t leave the Palestinians alone in the war against the Jews…even if it has been decreed upon us to be the vanguard… Jerusalem, Palestine and Al Aksa, the land that Allah blessed and its surrounding areas will remain at the center of the struggle between Truth and Falsehood, between the Jews and the non-Jews on this sacred land, regardless of how many agreements are signed, regardless of how many treaties and covenants are ratified. For the Truth is in the Koran, as verified by the words of the prophet Muhammad, that the decisive battle will be in Jerusalem and its environs: ‘The resurrection of the dead will not occur until you make war on the Jews…’”

“All the members of this nation must take part in this struggle against the enemies of Allah, so that through us the saying of Allah will be fulfilled: ‘You will not find people more hostile than are the Jews’”.

“The Hadith’s (Islamic traditions attributed to the prophet Muhammad) explain the nature of the battle between us and the Jews. Allah will impose you on the Jew. ‘The Day of Resurrection will not arrive until you make war on the Jews, until a Jew will hide behind a rock or tree, and the rock or tree will say: Oh Muslim, servant of Allah, here is a Jew behind me, kill him!”

“Muslim rulers! We turn to you and declare that you are the crowns of our heads, would you rule according to the law of Allah. We say: Where are your missiles? Where are your tanks? Where is your decisiveness? This is a shout filled with pain… why don’t they come with their tanks and missiles?”

“Arab and Muslim rulers! The weaponry that will not be used against the enemies of Allah will rust and you will use them against one another, as happens periodically. Aim your arrows once and make war , as they war against you. Why this fear of the State [of Israel] that is surrounded by Arabs and Muslims? Why this fear? Because you do not fear Allah - whoever fears Allah, all else will fear him.”

“Palestine… causes the Jews to loose sleep, causes the enemies of Allah throughout the land to lose sleep… it is a bleeding wound, and it will continue to bleed forever and ever. … Jerusalem is a symbol… to the Muslims and to their war of Jihad forever and ever.”

By the way i can give several other sources for the claim that Palestinian Kids are indoctrinated to hate Israel, if you really want me to.

Why isnt the actions of the PA authority who are intentionally undermining attempts to create peace by a constant indoctrination process to their children as big a cause for continuing Palestinian hatred towards Israel rather than the "occupation of the terrortories"? Seems a rather simple and often overlooked aspect of the whole thing...

Anyway, thanks for the Itamar Marcus post. Just want to point out that it cuts both ways, and an analysis of teaching hatred in Palestine is not complete without examining what the Israelis teach.

I hesitated a lot before embarking on a response to Itamar Marcus’ article: “Planting seeds of the next war: the truth about the Palestinian textbooks”. However, I found it necessary to address once and for all some of the points raised in the article in the hope that we can address the Real issues and not fabrications in the future. The most meaningful gauge for the integrity of a peace process and its likelihood for success is by far the sincerity and good intention of the “peace partners” in attaining a comprehensive peace. Itamar Marcus, under the guise of an honest observer and believer in peace, has been using his poisonous attacks on Palestinian textbooks as a cover for the Israeli intentions towards peace, and their unwillingness to accept a Palestinian state, side by side with Israel, as the prerequisite to peace. Before we go into Marcus’ analysis, it is necessary to stress that deeds on the ground are more important than pronouncements to the international media about intentions. A “partner “ in peace that speaks of peace and on the ground does exactly the opposite of what peace requires cannot be a trusted partner in peace. Building the “apartheid wall” on Palestinian territory, and building settlements and expanding them in the heart of the Palestinian territories, do not spell peace no matter how much one educates the children and the public to the contrary.

Palestinian schoolbooks cannot and should not be examined in the absence of an equal scrutiny of the Israeli textbooks. And while Palestinian National Authority’s experience in writing textbooks is a fairly recent one, the Israeli experience goes back to over 50 years.

The referral to Jordanian books as anti-Semitic is interesting. The same Jordanian textbooks that the Palestinian Authority is using, did not stop Israel from signing a peace agreement with Jordan and, in fact, the peace between the two countries is rather an active one. This should be a good indication that once there is intention on both sides and partners to attain peace, the textbooks cannot stand in the way. The Israeli occupation authority used the Jordanian textbooks for 30 years, and they claim that they removed the “hate education” from them before reprinting them. Unfortunately, some of the things they removed had nothing to do with hate. Displacing the word “Palestine” wherever it occurred in the textbooks by the word “Israel” no matter in what context or period in time, was so ridiculous that it became a laughing matter amongst students and teachers alike, (as an example, in the History textbook of the ninth grade about the crusades, the text “When the Crusades came to Palestine in the 11th century “ became “ when the Crusades came to Israel”). Other displacements were more subtle but dangerous. Learning such values as “valor”, “ love of one’s land”, “sacrifice”, and similar values in reading books is important for children, and they cannot be described as “hate material”, yet many statements and poems with such values were removed. If anything, they indicated bad intentions on the part of Israel in mis-educating Palestinian children. So that is the story or myth of the Jordanian syllabus. Suffice it for now to say that the Palestinian National Authority is using the Jordanian textbooks until such time that the Palestinian textbooks are ready. The use of the Jordanian textbooks is restricted in accordance with the exchange of letters between the two Ministries and conditional on not changing (adding or removing) any of the material in the texts. Since Israel was the occupying power, it did not care about the objections of the Jordanian government (with or without the approval of the UN), when it made its changes in the textbooks, but this is not the case with the PNA, which maintains its good relations with Jordan and accepts its conditions for the use of the textbooks. Therefore, any criticism of the texts should be directed to the Jordanian Ministry of Education rather than to the Palestinian Ministry, especially that there are now good diplomatic relations between the two countries.

At no point have any “foreign governments” offered money to the PNA to reprint the old Jordanian books without the so-called “hate material” as Marcus claims. This is another fabrication of his imagination. If Mr. Marcus or the Israeli government, as part of their usual hate campaign, asked some “foreign governments” to do so, we are glad indeed that these foreign governments knew better and did not respond to his wishes.

As for the textbooks on religious education, Mr. Marcus would have done better to analyze and explain the texts from the Old Testament in Israeli schools, with which, I hope, he is more familiar, than with texts from the Quran that obviously he does not understand and misinterprets to suit his anti Islamic sentiments. Had he read carefully the text about “those who were charged with the Torah” and the context in which it was said, he would have realized that the referral was to those (Jews and others) who did not understand what God was saying to them, i.e. to the illiterate. They are likened to a donkey that carries books and it is a figure of speech and has nothing to do with calling Jews donkeys. But perhaps Mr. Marcus can explain better what message is given to the pupils who are taught the book of Joshua, especially about the attitude of Jews towards non-Jews, “when the trumpets sounded, the people shouted …and the wall (of Jericho) collapsed; so every man charged straight in, and they took the city. They devoted the city to the Lord and destroyed with the sword every living thing in it-men and women, young and old, cattle sheep and donkeys” 2. Unfortunately, we do not have an exact antonym for anti-Semitism that we can use to describe the actions of Jews to non-Jews, which is no less loathsome than anti-Semitism. In any case, I believe it is a totally useless exercise going into religious education because here in all religions, one is bound to find things to one’s liking and others that are not, and unfortunately, these are all supposed to be words of God and one cannot argue about that. Perhaps all religious education should be abolished in schools and replaced by ethics, leaving religious education per se for the religious schools or the churches, mosques and synagogues. But until people on both sides decide on this matter, it would be more useful to be more positive about each other’s religions and take them as they are.

Finally, we come to the issue of recognition of the right of Israel to exist and all the other arguments about history and Geography. This has become like a broken record that Mr. Marcus keeps repeating and I will refrain from responding to this issue, which has been dealt with by many scholars 3. I will only want to say that before Marcus opens this subject, he should indicate where he stands regarding mutual recognition. To continue talking about Judea and Samaria instead of Palestinian territories, is a non-starter and he should not expect the Palestinians to even discuss this subject. Living on stolen Palestinian property in a settlement in the occupied territories, is considered a war crime by the International Criminal Court (it is a serious violation of the 4th Geneva Convention of 1949). It would be important when we talk about recognition and borders, to use the international law and conventions and UN resolutions in their totality and not selectively. As long as the textbooks clearly refer to the geography of the country and the date of the maps, then, in the absence of an agreement by both parties who are contesting the area of Palestine, we should not embark on this subject before a political agreement is reached and the borders agreed upon for the two states- Palestine and Israel. Indeed, I am glad that Mr. Marcus had not established an “Egypt Media Watch” or a “Jordan Media Watch” before those two countries signed the peace agreement with Israel, as probably we would still be arguing and counter arguing about textbooks, while peace would still be waiting.
