Wrong. Incentives matter. Welfare payments as normally implemented encourage family dissolution and other behavior associated with poverty and poor life outcomes. As the black community is poorer, it responds to these financial incentives more sensitively. Any means-tested benefit is going to encourage people not to have means. This is blatantly obvious, and only a fool would dispute it.
