In general, I agree. IT is very similar to the presumption that every member of the Mafia is a criminal. There may be isolated exceptions, but that's what those are.
Having said that, human nature being what it is, most people tend to rationalise their self-interested decisions, often to the point of self-delusion. Given that the public at large tends to view politicians with much more forgiveness than do you or I, I expect that politicians are often (but not without exception) genuinely deluding themselves into thinking they are acting legitimately and for the good of the public/country/their constituency.
