You could argue we already do.

When people deny a priori reason, they're as good as biological robots.

Since a priori deniers dominate FB, and since FB has such influence on electoral politics, we can conclude that policy making is already "computed".

Real time decision making is based on the influence of how people interact on the social network, so it's organically already in place.
