The US Congress declares what's legal and what's not legal within it's territory. International relations are not ruled by the US Congress.

Yes it can. The US government can over-ride any international law. If the bill to over-ride the international law passes congress. Remember the Koyoto is a form of international law and we abondon it.

Sure, the US Congress decided it would withdraw from the Kyoto agreement. But anything that affects other countries (including declaring war based on unilateral interests) is illegal. Period.
