What is the effect that Neo-liberalism has had on the nation state? How significant do you think this impact is?

The idea of neo-liberalism doesn't even make sense to me. Nor does the idea of neo-conservatism. Both liberalism and conservatism are approaches to the present circumstances. Neo-anything is a reference that the subject which has had 'neo-' attached to it has become an archaic idea. This certainly not the case for either outlook. Would you care to outline some differences between liberalism and neo-liberalism?
