Unfortunately, I have to agree.

India has a wealth of cultural heritage, when it comes to religion, philosophical thought, mathematics, and so on.

And the Indian immigrants that the U.S. gets, who tend to be the cream of the crop, the top 0.5% of Indian society, tend to be extremely intelligent, hard-working and ambitious.

But as far as the Indian population itself, I would have to agree, and so would anyone from the West who has ever spent time in India.
