Depending on the event, doping may or may not be steroids. For example, what Lance Armstrong is accused of is called blood doping. Now, yes, part of it probably is different and more disguisable forms of cheating, but a lot of it is probably also things like better knowledge of training. Simply, what we knew about how to train the body in terms of rest, exercise, diet, and the mental edge were (to over simplify things) wrong based on what we know now. So, a lot of it is probably simply better training.
