Is that (expected) inflation adjusted?
If it isnt, round to ~1billion/year - yes?
Expensive, but if it reduces road congestion and encourages more industry to use rails, highspeed or otherwise, then it might be worth it.

It sounds like we have the same/similar ideals for what (rail infrastructure wise) Canada should have. I simply do not see it happening in the current political and economic climate.
